Does Taiwan have bus fare card and how much it cost & Any Hostel to recommend?

I am going to Taiwan for 6 days 5 night and planning of staying near the central area, would there be any cheap & clean hostel around.... Will it be cheaper by paying one bus trip instead of using fare card and where it can be purchase? Any reliable online booking website for hostel?

1. I stay at YMCA near the Taipei Train Station in the past 2-3 years whenever I go to Taipei, costs about $60 per night. A very convienent location. You can buy a Easy Card at any subway station and convenient store. They are good for subways and buses. You get discount for riding subways and free bus transfer. There were talks about using them for taxis in the near future.

3. Central area? Do you mean Taichung? Taichung is about 2 hours away by car from Taipei,Taipei is the capital and in the northern of Taiwan.
