How can I become a tech writer in Taiwan?

I am very interested in becoming a tech writer in Taiwan. What do I need to do to have a good chance at landing a position? I am signed up for a tech writing course this summer. I already have a four year degree and been close to getting a chance but I need a surefire way to help me get a position.
